You can set a password for your puzzle, so that it cannot be opened unless that password is entered. Setting a password also automatically encrypts the file to deter prying eyes.
If you save your crossword in distributable format, then it cannot be changed, only completed as a puzzle. However, it can be unlocked for changes if you give the password to the user (e.g. after the close of a competition).
